India-Africa Relations

A partnership built on mutual respect, shared values, and common aspirations

India and Africa share deep and historic relations that are rooted in trust, solidarity, and shared development priorities. These ties date back millennia through trade across the Indian Ocean, cultural exchanges, and enduring people-to-people contacts. The relationship was further shaped and strengthened in the 20th Century through our shared struggle against the scourge of colonialism and apartheid. The relationship started developing in the true sense once our countries attained independence and became masters of our own destinies.

In contemporary times, India–Africa relations have evolved into a multi-dimensional partnership encompassing political engagement, economic cooperation, development partnership, capacity building, and cultural and people to people exchanges.

India’s engagement with Africa is guided by the ten principles articulated by Hon’ble Prime Minister Shri Narendra Modi which focus on mutual respect, equality, and a demand-driven development partnership aligned with African priorities, including the African Union’s Agenda 2063.

Guiding Principles for India’s Engagement with Africa

In 2018, Hon’ble Prime Minister Shri Narendra Modi articulated ten guiding principles for India’s engagement with Africa

“Africa will be at the top of our priorities”

Principle in Action

  • 17 New Diplomatic Missions opened in Africa since 2018
  • Intensified engagement, with more than 150 high level visits over the past decade
  • India has extended e-tourist visa facility to 33 African countries

“Our development partnership will be guided by your priorities”

Principle in Action

  • Africa is the second largest recipient of India’s overseas development partnership support
  • India has extended more than 190 Lines of Credit (LoCs) of amount over US$ 10 billion to 41 African countries. 20 projects worth USD 4.5 billion have been successfully completed. 
  • These projects are in sectors prioritized by African partners, including power, water supply, agriculture, transport, rural electrification, and digital connectivity.

“We will keep our markets open and make it easier and more attractive to trade with India”

Principle in Action

  • India is Africa’s leading trading and investment partner.
  • India’s cumulative investment in Africa is over US$ 80 billion.
  • India’s Duty-Free Tariff Preference (DFTP) Scheme provides duty-free access on 98.2% of India’s tariff lines for Least Developed Countries, benefiting 33 African nations.

“We will harness India’s experience with digital revolution to support Africa’s development”

Principle in Action

  • Pan-African e-Network Project (PAENP); e-VidyaBharati and e-AarogyaBharati (e-VBAB) Network Project
  • India has signed MoUs on India Stack with 7 African countries: Kenya, Sierra Leone, Tanzania, The Gambia, Ethiopia, Lesotho, and Seychelles.
  • Modular Open Source Identity Platform (MOSIP) is partnering with 19 African countries to support digital identity and broader Digital Public Infrastructure (DPI) implementation.

“We will work with you to improve Africa’s agriculture”

Principle in Action

  • India’s concessional finance and Lines of Credit have supported agricultural infrastructure such as sugar mills in Ethiopia and Ghana, cassava plantations in Cameroon, and rice processing units across Central and West Africa.
  • Indian companies are also increasingly present in African agriculture, helping advance mechanisation, value-addition, and agri-processing
  • India–Africa Institute of Agriculture and Rural Development in Malawi inaugurated in 2019

“Our partnership will address the challenges of climate change”

Principle in Action

  • Thirty-nine African countries have joined the International Solar Alliance (ISA).
  • Nine African countries are members of the Coalition for Disaster Resilient Infrastructure (CDRI).
  • Eleven African countries are members of the Global Biofuels Alliance (GBA).
  • Ten African countries are also members of the International Big Cat Alliance (IBCA).

“We will strengthen our cooperation and mutual capabilities in combating terrorism and extremism; keeping our cyberspace safe and secure; and, supporting the UN in advancing and keeping peace”

Principle in Action

  • India has deployed over 5,000 peacekeepers in United Nations missions across Africa
  • Indian women established a landmark with the first all-female Police Unit of the United Nations in Liberia.
  • Institutional mechanisms such as the India-Africa Defence Ministers’ Conclave and the Africa-India Field Training Exercise (AFFINDEX) have deepened structured defence engagement.
  • Defence cooperation includes training, capacity building, and defence exports.

Principle in Action

  • India’s maritime engagement with Africa is anchored in Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions)
  • Inaugural Africa India Key Maritime Engagement (AIKEYME) exercise was held in April 2025 in Tanzania, with participation of ten African nations.
  • Maritime cooperation includes anti-piracy operations, hydrographic surveys, port development, and support for the blue economy across coastal African countries.

Principle in Action

  • Since 2015, India has offered more than 70,000 scholarships and skill development slots to Africa under schemes such as ITEC, CV Raman Scholarships, ICCR Scholarships, and e-VBAB.
  • India has established enduring institutions for youth and skills development, including the IIT campus in Zanzibar, Tanzania, and the National Forensic Sciences University campus in Uganda.
  • India has also set up Centres of Excellence in Information Technology in several African countries, strengthening digital skills and employability.

Principle in Action

  • During its G20 Presidency, India played a key role in securing the African Union’s permanent membership in the G20.
  • India worked with fellow BRICS members to facilitate the inclusion of Egypt and Ethiopia in BRICS at the XV BRICS Summit in Johannesburg in 2023.
  • India has consistently supported African representation in a reformed UN Security Council, in line with the Ezulwini Consensus and Sirte Declaration.
  • India hosted three Voice of Global South Summit, bringing together over 125 countries, including from Africa.
